Should conditioner still be used after a mask?

For most rinse out masks here, no: the mask is the conditioning step that day, and layering conditioner over it adds weight without adding much else. The exceptions are products directed otherwise by their brand, and very long or very dry hair that likes a light conditioner pass only on the ends after a treatment mask. When in doubt, follow the directions printed for the specific product.

Can a mask be used every wash instead of conditioner?

It can, and some owners of very dry or curly hair do exactly that with lighter masks such as the Virtue entry.
