Does a cotton pad waste expensive toner?

It absorbs some, yes, which is why essences and prestige lotions belong in palms. But for softeners and finishing toners the pad is doing mechanical work: distributing the lotion and lifting what cleansing left. A quality pad, saturated as Shiseido directs rather than dripping, is a reasonable trade for that job.

Should toner go on wet or dry skin?

Clean skin that has been patted to just dry, or left very slightly damp, is the standard canvas. The honourable exception is a mist used deliberately over dry skin before moisturizer, the Dermalogica method, where the mist itself supplies the dampness the moisturizer then seals.
